This direction-less situation must be seen as negative, not neutral, because it has come at a time when new business investments and job creation are much needed. During the past 27 months, Massachusetts has regained only one-fifth of the jobs lost in the previous 34 months for a net employment loss of 4.8 percent since the peak in early 2001.
