Whether Pataki makes good on his veto threat or not, the threat alone is a way to show Republicans in Washington he's no pushover for labor. During his last re-election campaign, he was heavily criticized for giving away the store to many unions. He'll never even be considered for national office if that impression sticks. Hank Sheinkopf
