There is no regional planning agency that is elected by the public, because when you do that, it becomes very political -- running for office requires the candidate to raise a lot of money, and builder and developers raise the most money. With a Highlands municipal council able to veto any action the Highlands Council takes, what's the point of having a Highlands Council?
